Directorate of Inspections

This directorate has been recently established, in June 2026, after formal approval by the Commission, followed by Gazette notification. The functions of this directorate was earlier performed by the Directorate of Registration. In the restructuring exercise, the functions and responsibilities were redistributed, without the creation of any additional financial liabilities for the Commission, and without any additional human resource.

The directorate has regional offices, with presence in sixteen districts of the province, i.e., Upper Dir, Lower Dir, Swat, Malakand, Nowshera, Mardan, Swabi, Charsadda, Peshawar, Kohat, Karak, Bannu, Haripur, Abbottabad, and Mansehra. This directorate is the backbone of field enforcement activities and perform very vital functions. It conducts surprise inspection visits of the health care establishments for compliance with the quality of healthcare standards. In addition, the directorate is also responsible for combating quackery and illegal medical practices through anti-quackery campaigns and field operations. It assists the Directorates of quality through visiting health facilities and getting nominations for trainings. Similarly, it facilitates the Directorate of Licensing through identification of unregistered HCEs, and initiation of the process of licensing to visiting the health centres in person. The field staff is authorized to take measure according to the violation by the HCE, including issuance of notices and temporary sealing. The activities of filed staff is completely automated through the Field Activities Management System (FAMS), and the digital system is connected with the functions of the Directorate of Legal Affairs.

In addition to the above-mentioned filed enforcement activities, the directorate also assists the Directorate of Licensing in formal assessment for Full licence. Although, most assessment are conducted through the independent assessors from a central pool, some small HCEs, like General Practitioner clinics are assessed by the field staff of this directorate.
